There is a company out there that makes hydraulic seals by machining the profile out of a tube of polyurethane with a CNC lathe. If you have access to a lathe, I'd rough cut it with a bandsaw, then (if necessary) freeze it again and chuck it up on a lathe to face it.

Melting temp is around F to F. Avoid breathing the fumes which is the case for any plastic. Use a metal lathe. It's the only way to size them and keep them round.
For the outer bushing, press it into the cover plate then turn the ID to size. this way the bushing will assume the distortion introduced by the cover plate BEFORE you machine it. Unfortunately, you can't do that for inner bushing. Mar 12, Grinding works excellent--can take a dep cut and just pick feed over lightly.
We used to take the grinding wheels to the bandsaw, slap on an old blade, and saw slots radially into the wheel all around it to help keep it cool while grinding poly-u. Never had a wheel explode and it worked well. Do at your own risk, I guess!
